The best seed starting method any time of year is to use nursery cells or pots, but if you don't have the budget for that, the next best thing is to make do with paper pots made of newspaper, or plastic meat trays.
Choosing between the two depends on the weather. I find that here in Muskoka, June is the dividing line between when I use newspaper pots or plastic meat trays to start seeds.
