The Migratory Bird Treaty Act in the United States protects most local birds, at least the ones that are native and migratory. The protection means it's unlawful to collect protected species, including living and dead individuals, OR their feathers or eggs.
This law is strict, but it's probably the reason that Snowy Egrets exist today. It was enacted in 1918 as a way to protect birds from commercial hunting for feathers and specimens. The same hunting that led to the extinction of the Passenger Pigeon.
So unfortunately, the best thing to do when you find a feather is to enjoy it, photograph it, and then leave it.
