It was always touching and even if it moved slightly after he looked, he still shouldn't of moved the cue ball. If they move slightly sometimes then that's just what happens, he shouldn't move balls back after they've settled

Yeah I always wondered about this specific situation. The cue ball is literally a fraction of a millimeter away from touching and then multiple people like the referee and a player lean up against the table causing the ball to rock into contact.
