I think Emil needs to stop trying to assassinate Nate's good reputation. Besides, based on the intro of the game, I assumed that, while Nate might have been trained to use power armor, he wasn't assigned power armor, because you see him patrolling without it.
Also, I thought Nate was fighting in Alaska, not doing crowd control in Canada.
