Please make clear that Jefferson tried to free caucasian slaves, not dark skinned of any race. Simply for clarities sake, Jefferson enslaved his own children born of his slave Sally Hemmings.
In the 2nd 'Treaty of Tripoli' 1805, there was a $60k tribute(over 1 million today) to Islamic sultunate
to free caucasians enslaved, which were merchants for the most part. Some became corsair, or conversos.
Jefferson never attempted to free anyone with aboriginal, or African ancestry, including Moors, with European descent (see 'Moorish Sundry Act'). Chattel slavery specifically enslaved the dark skinned, or aboriginal races found here by tge european(which was the original websters 1828 definition of 'American'). Peace

Polish general Tadeusz Kościuszko who fought alongside Jefferson and Washington against british, wanted to free slaves, but Jefferson refused. Check will of Tadeusz Kościuszko, interesting read. Kościuszko was amazing, Man of many talents, who literally dedicated his entire life to fight tyranny around the world.
I doubt Jefferson wanted to abolish slaves, he profited from slavery.
