The cement clock is to act as an anchor for the buoy. The buoy was probably launched/deployed from the boat with the other end of the chain connected to it, leaving the cement block as an anchor so the buoy does not move from its position.

My guess, the chain is contimated, so they dropped it into the ocean, with extra added weight to make sure no one will ever bring it back up. Or someone messed up badly, and thought that cement weight could handle the weight. If the second, someone's out of a job😂
