The only reason why it doesn't work is because you added the context of the high risk trader being emotional. You can risk 2% and still be disciplined, just like you can risk 0.5% and start being un disciplined and even up your risk or do other variables like changing your risk to reward. If you kept both traders the same psychologically the hight risk trader would be in more profit at the end.

Thanks for this jessica. I usually have to give my trades some breathing areas before they play out positive. That means a big Stop Loss. Now most of the times my trades have positive outcomes. But when they are negative, they bite off big chunk of my equity. Now I know I have to findva way to figure out non-working trades quick enough to cut off loss. But the problem is, my strategy requires me to wait till my initial stop loss price because often price goes close to SL but reverses to positive. Any suggestion?
