i thinks In that crane dont have Animo meters .as per standard when wind flowing cross the 32 km/h we have to stop work but i see there is involved section incharge & supervisor also they are permiting to work in between heavy wind flow ..
supervisor neglegency .
safety person also responsibility for that they should have alerted every one about weather condition .
that to caus both unsafe act and condition happening in site ,it means managment failure
