It's great what you are doing and I can see the effort behind it. I assume that you are trying to build and standardized alphabet for Romanes. It's kinda a challenge. I can hear that you are speaking Russian as first language. Which alphabet would you like to use? Ћирилица? Latin? There are roma all over Europe. Some learn Russian at school, some of them Romanian, others German or Serbian. It's not so simple to standardize all Romanes since it has never been a written language.

Consonant sound - согласный звук, vovel sound - гласный звук, eсли я правильно перевёл.Слов гласный и согласный в моём диалекте нет, но "согласен"можно заменить словом "так".Слово "так" на цыганскому будет "Аяка", но это в не в том смысле,который вам нужен.Можете обращаться ко мне за помощью в переводе.
