These cops are part of a unit that investigates homicides, and come in hot after not making any progress on a case.
More importantly, context that was cut from this scene includes the cops being much more threatening. They even punch a lone local youth who, although not complying, was being non-threatening to the officers.
The first bottle is thrown shortly afterwards.
