To do this at home, shake any drink, even non-carbonated, and put them in the freezer sideways for about 3.5 hours. Open them slowly and pour. It will slush up as you pour. If it doesn’t slush up, add a small piece of ice and you’ve got a slushie

It's just a "super-cooled" liquid that is crystallized. It's no different than when you leave a beer in the freezer and then it turns into ice/slush the minute you open it. It will get blow the freezing temperature, but will not freeze, because there is nothing for the ice crystals to form on... so it stays a liquid. Then by adding something to it or by agitation (like with sound/vibrations or ultrasound), the crystals can form and turn it into ice/slush.

There's a small amount of water in part that holds the bottle cap. The drink is already super cold but can be made into slush when they quickly cool the drink. I know you can make slush just by hitting the bottle to create a point for the ice to form. But you can see many machines similar to this, which mostly have a small bit of water on a metal plate, which gets super cooled when placed into the device.
