Can women serve as a Pastor or an elder at a church?
It is clear if we read the Bible that the office if the Pastor in a churhc is specifically given to a qualified male and not a woman.
That does not mean women can't do ministry, there are a lot of areas where they can be ministering and Serving but the only restriction that Bible puts on Women is as a head of a Home and as a pastor.
