Imo Shanks agrees with the fact that the world should be republic, where a suitable state/faction should hold supreme power, he’s likely not a democratic who thinks the ppl should rule themselves. But he needs suitable rulers to support so he’s waiting on the sidelines until they come along

I Personally think Shanks happens to be celestial blood and has some motives that align with the government. He is probably helping them for the same reason roger and garp helped celestials.
According to garling, those who help scum are worse than scum. So clearly shanks’ alleged father would not condone of shanks’ actions.
But since he is of royal blood the government lets him off easier than they would a regular yonko
