I call bullshit on the fact of not being able to place calls on a cruise line. I've worked for AT&T and T-Mobile, and I can tell you from first-hand experience that people have been able to make calls while on a cruise line. Since there cellular towers that are built into the cruise ship are registered out to the Virgin Islands, and since the Virgin Islands are not location that most service providers work with, there's typically a high charge for text messages, phone calls, and data usage when on a cruise line
