If you leave the scapes on the plant until you harvest the garlic, small bulbils will form at the top of the scape. The bulbils look like a cluster of miniature garlic cloves and they can be eaten just like garlic cloves despite their very small size.

The small bulbils can also be planted in the fall just like you planted your hardneck garlic cloves the previous fall. However, plants grown from bulbils will only produce garlic “rounds”, smaller heads of garlic that are not subdivided into cloves. If these rounds are replanted in the fall again, they will eventually mature into full size garlic heads with separate cloves, but this can take an extra 1-3 years depending on the garlic variety and starting bulbil size.

naturally it increases the the bulb - the plants doesnt need to allocate precious energy to produce seeds and instead is focusing on bulb to survive season while it tried to regrow slowly that seed pod (depends on when it was snapped off)

Seems like a really late time to snap off those garlic scapes. Like if you're going to eat them that's good, but if you're really focused on bulb size wouldn't it be a good idea just to snap it or clip it off right as you see it so it doesn't put any energy at all?
