On the short yes. But moving manufacturing to China, Mexico, Canada etc has caused jobs losses for entire communities resulting in long term decay and poverty further widening the gap between the rich and poor.

Depends on FX. The US 2018-2019 China tariffs weren't inflationary because the Yuan weakened relative to the USD.
