To me, it looks like one of those cylinder sleeves that they hold in place during the block casting process, they are non-removable and the texture is what locks it into the block so they don’t come loose

Yeah dude... I really don't think I've seen something like that. It's like a cynder sleeve with a rough outside. Like sintered... Graphite? Like an oilite bushing? I can't tell if it looks like metal or what.

I mean yeah, i think a bunch of comments have got it already, its gotta be the cylinders in your cars engine.
