Well if your dumb enough to buy stuff and randomly send it to someone then yeah but its not out of the ordinary to have to purchase your own things for a job.

There are jobs where you need to purchase your own equipment. But not from the employer. If you gotta come to work with a toolkit containing specified types of tools, no problem. You gotta buy their toolkit, they can pound sand.

Lots of companies make you buy clothes or steel toed boots but you keep all that. Good list of things to watch out for though.
