Definitely the bad guy. It was his weekend visitation and decided to treat his daughter poorly. If he didn't want to take her on his weekend. He should have told his daughter he had plans.

I get being upset, but this is a 9 year old. OP definitely should have set that up way better (like one of them stay in the car with the kid and dog or something) or arranged to NOT take his daughter with. Seems neglectful maybe.
