Unless I'm misunderstanding the story, technically speaking, there's literally no one who has defeated him in HI3, because he died sacrificing himself at the end. And HI3 power scaling is way above GI... This was never a competition to begin with, just a slaughter house.

Well otto is really a weak human, but by the time kallen left him?
