If you're really feeling restricted when underdressing I think you can wear more accessories. Of course fitting in the dress code is important. But feeling good about the outfit matters more I believe. However, I don't know if the event called for a certain look

For a more formal look, the first necklace was better - the earrings should be understated hoops-or maybe Pearl studs - the shoes or boots should be a cream color and if you want a pop of color then choose a small purse in just about any color you prefer because the main outfit would be monochromatic -
