The joestars got their stands in part 3 because their family has a really strong bond, like pucci and WR, and Jonathan’s body sent out a distress signal to all of his family members

The arrow doesn't give Stands to someone's entire family, it gives a Stand to one person. The reason that the Joestars were also given Stands is because of their strong psychic connection to each other, physically felt through their birthmark. For instance, Koichi did obtain a Stand through the arrow, but his family did not have a psychic connection, and so none of his relatives recieved a Stand. I think these two things can be considered separate phenomena. Another example of a strong psychic connection between family members that has little to do with the Stand arrow is the one between Pucci and Weather. When Pucci fused with the Green Baby and recieved the Joestar birthmark, Weather recieved a birthmark too, because of their psychic link. People with the Joestar birthmark may have the ability to sense the general location of anyone else with it nearby. This is how Joseph and Jotaro were able to track Dio in some situations, and how Weather and Jolyene were able to track Pucci, and each other when mentioned.

it only effects your bloodline if it has a strong bond with everyone similar to how all the joestars have a star mark, but for people who are just normal are the only one who get a stand. as in part 6 when pucci stabbed himself with the arrow and weather report had the same wound on his back/neck they also have a psychic link.

THIS is one of the reason why Jotaro’s stop time is NOT an ass pull. Dio also has a Hermit Purple stand and Holly and Joseph got the same. It makes sense as to why they both got same powers. Jotaro’s SP got awakened because of Dio’s stand awakening as well at the beginning of Part 3. It’s not just because it’s the same type of stand. It’s also because of the Joestar curse

I like to think that Josuke's stand was only supposed to heal people and maybe even heal himself, but since Jonathan's signal was urging him to go fight DIO, it turned into a more agressive and strong stand with more muscle mass , which conflicted with Josuke's nature and almost killed him. Maybe it even affected Josuke's personality.

But no its confirmed to be Jonathan's body sending a distress call since dio has a stand. This distress call is only in effect because of the EXTREMELY strong psychic link between all jostars but it is not simply because they share a bloodline but instead is a very rare instance of an extremely strong psychic link

The stand arrow doesn't give your WHOLE bloodline stand abilities
One example is koichi and his family only koichi had one and his mom and sister doesn't have any stand at all because of small psychic (or not even any) connections
Also there's other more stand users that got stabbed by an arrow and didn't trigger the whole bloodline to have a stand like Shigechi

This only works if your family has a deep spiritual connection. Hence why Koichi’s bloodline doesn’t receive stands. Weather/Pucci + Trish/Diavolo have a spiritual connection and it’s shown through the fact that they can feel each other’s presence (like the Joestars can)
