For Ash looking older, it likely has to do with the smaller ears, lack of pink zig zag blush, and overall larger and more round and softer features do to changed style. The style change also led to some feature changes on him, making him look older because of how we are used to seeing character ages separated in modern animation. Younger people typically have larger heads and ears with softer features while older characters tend to be much more streamlined. Both statements aren’t always applicable though. That’s the fun of the animation industry.
