Unfortunately you can not build decks with languages that your game is currently not set to. For example: If your game is currently set to English, then you can not use Japanese cards to build a deck. You will need to change your game language to Japanese to use Japanese cards in a deck.
The good part is that deck building pulls from your whole collection and will translate it to which ever language your game is currently set to.
