This is another reason why high areas with homelessness are now gating off underpasses but maybe thatâs just here in Hawaii but itâs a big thing I think they started doing it in Washington I would assume California would do it as well cause you know all them blue states

Cover zone is also needed for steel bar stress development, if those columns take any bending it could be affected. Bridges normally have bearings to avoid bending forces building up but worth saying cover not just for protection
