An important detail to note is that the height difference between the top of the fountain and the water level of the middle container is smaller than the height difference between the left side tube water level and the water level of the bottom container. This allows for a net positive force that can push the water running the fountain.

EDIT: The following question is NOT asking for a perpetual motion machine. Hopefully I have edited my initial post enough to make that intent sufficiently clear now.

Maybe this is a dumb question, but what would be the simplest method available to keep the looping effect perpetually active? For example, by adding/subtracting air or liquid from one or more, ADDITIONAL points in the whole process, or something along those lines.

Or in other (hopefully adequately specific this time) words: Can all the parts of the system be artificially forced to continue indefinitely, via additional outside, ENERGY-ADDING interventions?

In 5th grade a made one of these fountains for a science fair. I built, with help from my dad, three different fountains. I changed the sizes of these fountains middle container’s volume. It was way fancier than any other thing at the fair, and I remember spending an entire week working on these fountains and it was an amazing introduction into pressures and how to the fluids worked. We also struggled to seal the containers, hot glue doesn’t hold well, and we found that caulk worked pretty well to seal the leaks. It has been over 7 years since I made them and this video reminded me of how much fun I had marking them.

The last decades, I made several Heron's fountains. I had the botton tank 3 ft under the top tank/fountain cup combination. The first time, I was surprised how high the fountain jet, through a narrow spigot, could reach, due to such tank distance. Flexible tubing connected the units hydropneumatically, of course.
I discovered I could easily restart the fountain by just flipping it. Upside down for some seconds, the bottom tank empties in the top one.
