The regions had been unified before like under the HRE, but these also included regions like Netherlands and Bohemia and many others that dont belong to Germany.
But during Napoleon conquests he created the confederation of the Rhine, which normalized and practiced the idea of unified Germany. Prussia gained these territories and adopted many policies, then after a war with France in 1870, Prussia and many other German states unified into German Empire.

I wish we had small countries instead of 1 federal government. We could all be in the EU and live more freely and still support each other. I don't have anything in common with bavarians or east germans at all and their political opinions are drastically different from ours here. I don't want to be held back by politicians from places that have a different reality.
