It’s a flaring block for flaring copper pipe .. you loosen the block slide the proper size into the correlating hole size counter sink side up with piece of copper sticking by the block maybe a hair more then a nickels width , then slide the plunger piece over the block and it sits on an angle across the face , crack down plunger and bam you got a flare
