Let the forearms be lower then the rest of the arm it does more tention in the shoulder and allows it to grow even more

Your waist is not going to get smaller from lateral raises it only makes your shoulders wider which just makes your shoulders look wider than the waist unless you do enough of them to burn some extra fat.
