This is just completely incorrect. Light is “slower” in different mediums. However, this is not because its speed decreases. Denser materials, such as water, cause the photons to be absorbed and re-emitted at a higher rate. Because the photons are interacting with more material, it takes longer for the light to travel.

The speed of light remains constant, but the collisions and interactions increase. Basically, it’s like driving on the highway, versus driving in a city.

You (photons) can travel much faster if you do not encounter much traffic (atoms) while in transit.
