There’s a short manga that explains that toki toki city was overrun by demigras portals there were so many that the supreme kai of time had to move everyone one somewhere else i believe she created conton city herself my memory is bit foggy in that part but i think she mentions creating conton city in a cutscene correct me if im wrong im just giving my opinion with the information i have
