So it's like 9 am in California, then 10 30pm in india that is 10.5 hrs behind india or in other words 1.5hrs in the opposite timing (day ,night )

in the 1990 and early 2000s, ICQ, MSN messenger etc were the craze and this way was the easiest way to understand the time difference as saying 10.5 hours behind was hard for some to calculate.
it was easier to explain, it was 10am in USA when it was 830pm in india.
