The Ministry of Road Transport and Highways has introduced a key amendment to the National Highways Fee (Determination of Rates and Collection) Rules, 2008, offering significant benefits to private vehicle owners. The updated regulations, called the National Highways Fee (Determination of Rates and Collection) Amendment Rules, 2024, are designed to promote the use of the Global Navigation Satellite System (GNSS) for toll collection.

Under the new rules, private vehicle owners with GNSS-equipped vehicles will be exempt from toll charges for up to 20 kilometres of highway and expressway travel per day. For trips exceeding 20 kilometres, toll fees will be calculated based on the actual distance travelled. The notification specifies that the zero-user fee applies in both directions for journeys within the 20-kilometre limit each day.

"A driver, owner or person in charge of a mechanical vehicle other than a National Permit vehicle who makes use of the same section of the national highway, permanent bridge, bypass, or tunnel, as the case may be, shall be levied a zero-user fee up to 20 kilometres of a journey in each direction in a day under the Global Navigation Satellite System based user fee collection system," the official notification states.

This development comes after the government piloted the GNSS-based toll system alongside the existing FASTag technology. Union Road Transport and Highways Minister Nitin Gadkari highlighted that a pilot study was conducted on two key highway sections—the Bengaluru-Mysore section of NH-275 in Karnataka and the Panipat-Hisar section of NH-709 in Haryana.

Gadkari also revealed that a stakeholder consultation was held through an international workshop on June 25, 2024, and an international expression of interest (EOI) was invited on June 7, 2024, with a submission deadline of July 22, 2024. This new toll policy represents a significant step forward in India’s efforts to modernize its highway infrastructure and toll collection methods.
