Probably because instinctively they like to hide in holes and there's none of that in your pool. Easy fix though

I used to play with eels as a child and they love to hide in dark holes along the river bank, give him some places to hide including some plants and you'll have the healthiest, happiest Eels out.

You need to put some pipes amongst the rocks for them to hide in and have their own holes. Be careful you don't injure and bruise them with the pressure
