It's because the PlayStation and a lot of CD based consoles use "red book" audio. In other words, the music in the game is seperate files than the game files. You can even listen to some music from PS1 games if you put them in a CD player. A lot of music heavy games like the Tony Hawk series will have the music in multiple different .cue sheets when you extract the 7zip file of the game. You're supposed to combine the .bin and .cue files into a sigle CD image to use with an emulator, but a lot if cheapo emulation boxes won't have the .bin and .cue files combined.
