They did not create pressure by closing end of pipe, they prevented the water from flowing back while they were lifting pipe , so after they set the pipe at a lower level, it would start a siphon caused by gravitational pull of the water within pipe and thus cause water to continuously flow into that lower level by a vacuum effect.
