Moses explains what a prophet is.
"... would God that all the Lord's people were prophets, and that the Lord would put his spirit upon them!"
Evidently, Moses wanted all God's people to have God's spirit upon them, listening to the Holy Spirit at all times, acting according to God's will, because you want to. Wouldn't that be nice, everyone filled with lover towards God and all mankind.
So, was Joseph Smith a prophet?
Joseph Smith said, "a prophet is a prophet ONLY when he is acting as such."
I guess that is the same with us, if we have the spirit of the Lord upon us, according to Moses.
