Gouvion Saint Cyr would make Wellington fight for every inch of ground, in a battle.
In fact, I would dare say either Suchet and/or Saint Cyr would be able to come out on top against Wellington, in a battle.
Both were Marshals who were well versed in strategy, independent command, and defensive tactics, especially Saint Cyr, who is very similar to Wellington in terms of strategy and tactics.
As for Soult vs. Wellington, I would say it is a 50/50 coin toss. Depends on whether Soult decides to lead the troops himself and/or give the duty to his subordinates.
Massena I see just beating Wellington outright, especially if this is Prime Massena, and not Massena after 1809.
Davout, I guess you could make a similar argument to Soult, except Davout actually leads directly from the front.
Also, Napoleon really tended to underutilize Davout, in general. So, unfortunately, the Iron Marshal does not have as many feats.

Much of Davout's achievements, like Lannes and Ney, were from him serving under Napoleon, following Napoleon's grand orders, much of the preparation and organization made by Napoleon's staff. Davout possibly can manage himself independently, however instances of these are few and far between (an example being him in the Hamburg Campaign, but he was pretty much left to sit around in Hamburg by Bennisgen)
Suchet and Saint Cyr, if they had more opportunities can possibly give Wellington a run for his money, Saint-Cyr I placed the difficulty quite high as whenever he was given independent commands, he was quite exceptional and skilled to the point that even Napoleon was in impressed.
Lannes and Ney, both brave marshals, both though, especially the latter are really only good at being divisional commanders or subordinates.
Soult, is gonna be quite close between him and Wellington, just not too sure which way it will go, will have to read up about him more.
Wellington did defeat Massena during the 1810-11 Portughese campaign, however, Massena was far past his prime and was given a near-impossible task to assault Wellington's defensive lines in portugal, which was swarming with guerilla fighters, along with the scorched earth tactics that left the countryside quite bare. Massena almost did give Wellington a bloody nose at Fuentes because he tried to exploit Wellington's weak right flank, but Bessieries, commander of the Imperial cavalry was nowhere to be seen at the battlefield and the cavalry refused to charge in. The Battle of Bussaco was also tactically handled by Jean Reynier and Michel Ney, as Massena was too ill to even ride a horse.

Your information about Massena’s campaigns are wonderful. Could you give me some of the sources you read? I would like to educate myself more on Marshal Massena. I know his Swiss campaign pretty well, his actions during 1806-1809 fairly well too. But his 1805 campaign, I know very little. I’m familiar with the 1810-1811 campaigns, but little about Massena’s own conduct during said campaign.
