People bringing TF and SpD are very correct. The Judgement time thing in spd is literally putting the villain against a court of law across the galaxy at the speed of light I’m not joking. And TF finishing attack puts the villains in an easy to carry card sized prison device. For other PR series the monsters are literally just monsters who entire personalities are they’re monsters with a gimmick of some kind and nothing else for the most part, the only Super Sentai monster that is still around is the Rotary Phone Crocodile thing from Abaranger and another villain from a different series.

Jumping to the defense of Power Rangers- now i’m not familiar with anything post Samurai other than Beast Morphers, But the power rangers absolutely do kill all their enemies. They fully like- explode them each time they fight someone. The main villains or their generals will sometimes get away, but even they eventually get MURDERED. Ofc there are some exceptions of specific villains getting arrested (Ie. all of SPD) but even then- they rangers don’t just fight someone then leave em laying around to come back later.
Maybe they do in the new seasons- the writings gone wildly down hill since Jungle Fury so- i can’t speak to Super Mega and Ninja Steel and all the new bull shit.

That hacker kid killing the Azure messenger, officer minoura's subordinate (the one from the episode where ranpo solved the case) killing his own girlfriend and going to jail, taxi traitor guy, probably every bomber thats appeared, FYODOR WHO GOT ARRESTED AND THEN KILLED BY DAZAI! And presumably so much more. The agency has been active for over a decade and ranpo has been with them from the start, so obviously there will have been guaranteed arrests from him, and you can't expect them to show every single scene of them being sent to jail, of course you'd assume they ended up there because where else would they go? Also the ADA, PM, and the Bureau all work together to protect Yokohama, they wouldn't carelessly go against each other for no reason. sorry bout the rant lol

But genuinely almost everyone Ranpo goes up against gets arrested. (Eg Sugimoto, Mushitaro)
Kunikida also got Karma arrested, that was the whole reason he tried to blow up Aya Koda. Kunikida got him arrested TWICE.
Fyodor got arrested at the café where he was talking with Dazai.
Atsushi killed Shibusawa twice.
I'm probably missing examples but the reason why they don't arrest or kill Port Mafia operatives is because of the whole symbiotic relationship thing that Natsume set up.
