That's a plastic stapler. Plastic welders are a real thing, they're fed a line of plastic to a hot tip and lets you run a bead. Just like welding but with plastic.

Pro tip. Duct tape it together on the opposite side that you intend to staple. The side thats most visible should get the tape. That way it'll piece together perfectly and when you're done with the surgery, remove the tape.

Not a "NEW INVENTION" at all. it's been around for decades my friend, decades! They work good. I had a neighbor who ran into a show filled ditch when it was minus 52 degrees outside and the plastic bumper cover shattered on her Chevy Impala. I told her about them, she went to Harbor Freight and I took the Bumper cover off of her car and used the plastic Staple welder thingy to rebuild the bumper cover from the inside and then sanded down the cracked seams on the outside and filled them in with hot melt glue, sanded it down again and used rattle cans of colormatched paint to repaint the bumper cover. she paid me $200 and I was going to do it for free because she was cute but she insisted. SO they certainly have their place. especially on old cars that you aren't particular as to how bad they look. the Shop wanted $1800 to replace and paint a new one for her, so $200 bucks was a super deal for her.

I have one of those! It comes with plastic welding rods to weld the plastic after you do the staples!

Go over the welds with a gas solder pen with a flat knife attachment, after stapling. You can also melt in donor plastic from another bucket, or melt zip ties to fill and level with the crack.

Super easy to do, saves money on replacement and stops landfills from unnecessary plastic waste.
