If you are in the US, read CFRs part 107 and youll find all of the rules for drone pilots. If you are international, im sure ICAO has some rules listed in Annex 17 but im not sure where exactly it would be.
I am not the most familiar with part 107 operations, but one requirement is that the operator remain within line of sight while operating drones. I would call into question whether or not he is able to maintain LOS operations. If he is beyond line of sight, he is not legal to operate the drone.

Our neighbors bratty teenager had one of those. He would fly it into peoples backyards and just be a nuisance. Over the summer he was flying in the street. He was flying it a bit low and lost control of it. It landed in the road and was ran over by a double cab truck.
