It’s not that they’re bad drivers as much as that the Japanese Sumo Association is very scandal adverse. A couple of wrestlers had high profile incidents and that was enough to convince them that it was an unnecessary risk for the association. In the same vein wrestlers aren’t allowed publicly discuss politics, criticize the sport or the governing body, and any law breaking however minor usually results in expulsion. It’s very different from western sports culture.
