Here's my reasonings and stuff:

Strength, Attack Potency

I can't remember much strength or AP feats from both of them. But Jinho was able to lift and take down Hyeoksu who weighs 342 lbs/155 kg, and Seongjun lifted Mangi who weighs 333 lbs/151 kg. Because of this, I was gonna give Jinho the point, but in Jinho's fight with Seongjun on the smuggling boat, seongjun managed to damage Jinho enough that he was bleeding without even successfully doing a judo technique. This could be a matter of durability, but Jinho definitely doesn't have weak durability coz of his insane durability feat (I'll be talking about this later). You could make the argument of that being the old Jinho, but imma still give strength to seongjun, though it's very debatable. As for attack potency, it's a tie coz I don't remember them having AP feats.

Speed

He managed to dodge Hobin's attacks and also his knee kick when it was just a few inches away from his face. This Hobin was able to not only dodge an attack from an mma champion, but he also immmediately landed a counter attack.

Battle IQ

Seongjun found out Yeonu's weakness is his back and purposefully threw him on the corner of a table. He used the inside of Hobin's mouth to do a judo move when the rest of Hobin's body is covered in oil. He also has tons of experience when it comes to street fighting, so he gets the point.

Durability

Jinho withstood multiple hits with a rock from Hobin directly on his face.

Endurance, Stamina

Seongjun fought against multiple professional killers just after fighting Hobin Yu company, and getting stabbed by the fake police. And in his flashback, he swam from the smuggling boat to land with a stab wound.

Martial Arts

Seongjun is stated to be an up-and-coming judo star, meanwhile there are no statements about Jinho's ability and skill in wrestling (the martial arts that he does).

Weapons

Seongjun was shown to be able to fight with katanas, knives, and iron pipes. But Jinho also used weapons like hatchets and knives, but I gave the point to seongjun because he probably has more experience being a former Yakuza.

Power/Authority, Influence

Jinho is the boss of the new international branch, and has enough power to manipulate the news. He also has connections with an assemblyman.

IQ, Manipulation

Jinho managed to get rid of Seongjun. He also got away with murdering his girlfriend by making it seem like suicide and even acted like he was depressed because of her death. He manipulated the previous boss of the new international branch to make him the no. 3 and he also manipulated the donseok and the commissioner general to be in his side. Seongjun is also a smart person since he revealed his past for the success of his channel, was able to be his own lawyer and won, but I still think Jinho is a smarter person.

Experience, Feats

Seongjun was a legend in the Yakuza world. After betraying the Yakuza group he was in, he fought against multiple Yakuza members, and also ran from the cops.
