This is why I think that Loki will most likely join Blackbeard instead of becoming a strawhat, because they both love destruction and chaos and I wouldn't be surprised if blackbeard end goal is to destroy the world. If you remember a few chapter ago when kuzan joined the blackbeard pirates, Blackbeard told him that pirates only need the same interests to become a crew. So if Blackbeards end goal is to destroy and take over the current world, it aligns with Lokis goal in destroying the world and causing ragnarok
(Also to be fair, in terms with story telling and making one piece more excited, it would be best if blackbeard (or buggy) would get a power up instead of giving everything to luffy (like nika fruit, fleet, giants, two countries who both have an ancient weapon)

I think Loki wants to destroy “the world” that the government has created rather than physically destroying the world. The world government is often described as having created “the world” 800 years ago, even though they didn’t physically create the world. And considering his disdain for the celestial dragons, that world is probably what Loki wants to destroy. Also considering that he is a proud Elbaph warrior and also doesn’t seem overly driven by emotion, I don’t think he’d build up anger towards one specific group of people and unleash it onto innocents.
