Both valves are open on the faucet, just turn 1 off and water will stop. Cold water feeding back hot water line.

People there is no “mixer” it’s not a single handle faucet he just has both handles on so it’s back feeding through the faucet shut both valves off under the sink

That's a mixer tap so having the water on is allowing the water to come out your other fitting

The faucet's valves need replacement. Or just replace the entire faucet. Easy fix.

the cold water is feeding through the faucet and back down the hot line. Ive seen this on cheap faucets in the past.
