As a Bosnian, I can explain. In Bosnian politics nothing is ever done "for the greater good" of anybody. Reforms are made when EU or USA forces the politicians to do something good for once.
Dodik is being pushed to sign some laws that will affect the power of his family (the richest family in RS) and to play nice on state level. His scrraming of seccesion is all bluff to make the terms on his side easier.
Realistically if RS does seccede NATO will likely invade Bosnia to retain peace and Dayton Peace Agreement will be made void returning the original Republic of BiH constitution in place
