It's not about staying still, it's about aligning them. With no electricity, the crystals turn to random direction, which blocks most of the light coming through and disrupts it's path (hence why you can see light, bit not an image of what's behind). Applying a voltage realigns them to be parallel with the light rays, allowing light to pass mostly uninhibited.
