I wish people would stop assuming life would be hard to have on planets that are not like ours. Who's to say life didn't adapt/evolve to those conditions?

I suspect that anaerobic bacteria could survive beneath the surface of an ocean (getting nutrients from the minerals from black smokers) that's deep enough to block the radiation.

If that world follows a similar path to Earth then it would take an exceptionally long time (about 1.5 Billion Years) for vast numbers of photosynthesizing micro-organisms to excrete enough Oxygen that it saturates the atmosphere. Only once this occurs, can the Oxygen, along with enough cosmic/solar radiation to convert it, form a dense protective layer of Ozone in the planet's Stratosphere - thus allowing a safe enough environment for the evolution of complex, multi-cellular, Life...
