This Hollywood thinking. Jurisdiction was limited, town marshals, county sheriff’s… State authorities I.e. Texas Rangers. Or one Federal Marshal assigned to thousands of miles, limited by Presidential election, may have several Federal Deputy Marshals hire. Of course there were lawmen and out laws who worked both sides. Wanted in Texas - wore a badge in Arizona. Name changes were as simple as dropping letters from your name, example man born in Mississippi Hellums moves to Texas, changed name to Helms… or man wanted for murder in Louisiana moves to Texas, marries woman by name if Barkley and changes his last name to his wife name. Family Tree a tangled mess.
