I think they've kinda given up on making the "evil" team truly evil anymore post-Gen 7. Spoilers ahead for Gens 7, 8 and 9.
In Gen 7, Team Skull was mostly there to impede participants in the Great Island Challenge, as they, along with their boss Guzma, were all failed challengers too. Sure, they teamed up with Lusamine of the Aether Foundation to release more Ultra Beasts into the world, but Guzma himself realizes that's kinda wack and that Lusamine has had a few screws loose, especially in the original Sun & Moon games. Team Skull is also the only team at the time whose boss wasn't part of Team Rainbow Rocket in USUM, and Giovanni was more interested in getting Lusamine to be part of his team.
Gen 8 had Team Yell. Based on soccer hooligans, their reasoning to hinder the player's progress is because they're big supporters of best girl Marnie, and it's in their best interest that she gets to win the Gym Challenge and become champion. That's it. They're probably less villainous than Team Star, which means they're also less villainous than Macro Cosmos (which isn't all that villainous either, Rose was just stupid and impatient). Heck, Team Yell is in fact founded by Marnie's big brother, the Gym Leader Piers, and the grunts are actually Gym Trainers from his gym in Spikemuth. Their big boss just wanted to support his little sister.
Team Star from Gen 9 is no different; they're a gang of bullies that teamed up in the first place because they were victims of bullying, although they haven't realized themselves that they've become bullies. Their boss, Cassiopeia (actually Penny) DID realize that, and requested the player to win against them in battle in order to disband Team Star, and during that quest, the player and Clive (actually Principal Clavell) discover Team Star's past along the way.
Team Skull, Team Yell and Team Star are antagonistic, but they aren't villainous; none of them are interested in taking over the world or changing it. That's a stark contrast when you compare that to any of the evil teams from Gens 3 to 6, who are supervillains that attempt to take over the world, or attempt to destroy and recreate it by using the powerful Legendary Pokémon plastered on that game's boxart; as well as Team Rocket of Gens 1 and 2, who are evil criminals that steal Pokémon. The only way Guzma, Piers or Penny are even comparable to the likes of Lysandre, Ghetsis, Cyrus, Maxie, Archie or Giovanni is just because they're the bosses of their respective teams, but in terms of villainy, Gens 7 and 8 had Lusamine of Aether Foundation and Rose of Macro Cosmos instead... and Gen 9 had no secondary "true antagonist" group at all.

Team star along with team skull are really started to break the Pokémon formula of the evil team being the villains with them just turning into likeable characters and personally I all here for it team skull and team star and may favourite evil teams just cuz of how much I love guzma and the star captains

Never really considered them "villains", given they never do anything villainous in the game. Hell, the only time you ever fight them is at their respective hideouts; they're not out there causing a ruckus or trying to steal people's Pokemon like the other past Gen evil teams.
Honestly, Pokemon Scar/Vi doesn't really have an overarching villain this time around; even with the twist villain being the Professor(which is still kind of a stretch).

Agreed. I think because of rushing that many ideas weren't fullfilled, like we literally fought against team star grunts only like 4 times, some aren't really the trainers it self and only fought them in their areas entry. I wish they were more around places and try to force more student who are in the treasure hunt into their team like in literally their intrudoction. Also in artworks we can see they ride cyclizars buut NEVER HAVE RIDING ANIMATION FOR THE ENTIRE FOR ESPECIALLY THE MON THAT IS CONNECTED TO THE LEGENDARIES. I bet they didnt figure out how to animate that because how bad gamefreaks programming. It would be cool like team star roaming around paldea with cyclizars to catch you or something. It would be soo memorable and make cyclizar actually important. Sad the team grunts themselves were wasted

I just got the game not that long ago and in all honesty I miss Team Rocket. But I highly appreciate the message and overarching theme in this generation (glaring performance and bugs issues aside). While the means they went about it is frankly awful, It shows how harmful bullying is as you've stated. We see this in both Team Star and the box legendary albeit the legendary thing is arguably more down to just nature (which is a neat detail I appreciate).
So do I think Team Star was a rather weak antagonist team? Yeah but part of me suspects that was the point. I'd love to have a Team Rocket-like team for sure in whatever generation of pkmn I decided to inevitably pick up in the future. But it is nice to have a more fleshed out and arguably more realistic group of people act as an antagonist.
All THAT said they could have done more. Like idk have Team Star come to your aid or something against a far more sinister team (let's say there were two teams in this scenario like in gen 3). Or they somehow knew about you lot going to Area Zero and help with the rush of paradox Pokémon that got out of the building?

The idea was interesting, but the whole execution was messy and not very compelling. It honestly felt like they were going to be your average school delinquents, but then they got changed last minute. Would’ve been interesting if they did a whole bullying victims turned delinquents and you have to help Penny save them from themselves.

Team star might not get gold star for villainy but does get an A+ in style and character backstory.
I think Macro Cosmo the worse sorta evil team.
